Penned is a small NZ team. Between us, we have years of lived home education experience and a stack of MoE applications written. We built Penned because we kept watching parents around us hit the same wall.
The problem we’re trying to solve
The Section 38 application looks short. It is not. Each part is asking you to translate your real, lived family life into the language of registered schooling. There is almost no public guidance on what good actually looks like. The Ministry doesn’t publish what passes versus what gets flagged.
Most parents we’ve talked to spend eight to twelve hours on it. Read every NCHENZ thread they can find. Get conflicting advice from a dozen Facebook groups. Send something they’re not happy with, then wait six weeks. Some put the whole decision off for months because the form alone feels like a wall.
The frustrating part is that almost everyone in this loop is a confident, capable parent who knows their own kid better than anyone. They just don’t know the language. Penned closes that gap.
What Penned is, and what it isn’t
Penned takes 30 minutes of your time and turns it into a strong, MoE-acceptable home education application. You answer questions about your child and your approach. We translate your answers into the structure and language the Ministry of Education uses. You get back a polished draft, in your voice, ready for you to review, sign, and send.
We are not the Ministry, we’re not lawyers, and we don’t guarantee approval. That decision is the Ministry’s alone. What we promise is a strong, considered application, written to the structure they actually ask for, with the kind of phrasing that comes from being in this world ourselves.
Penned is the thing we wish we’d had when we wrote our first one. We hope it saves you the time we lost.
Home education in New Zealand attracts strong opinions, and our kids are young. We keep our personal names off the public site for that reason. Email us and you’ll always get a real human reply.
